The initial terms of office for each member of the Emergency Telephone System Board shall be as follows. One member of the Board shall be appointed for a term of one year, two members of the Board shall be appointed for a term of two years, two members of the Board shall be appointed for a term of three years and two members of the Board shall be appointed for a term of four years. All subsequent terms of office shall be for a period of four years. All terms shall be measured from July 1 of the year of appointment. Each Board member shall continue to serve until his or her successor is appointed and approved. Vacancies shall be filled for the unexpired term in the same manner as original appointments.
