(A) The Animal Population Control Fund is hereby established and all funds collected beginning in fiscal year 2010, for the purpose of pet population control, placed in the fund.
(B) The funds shall be used to spay, neuter, or sterilize adopted dogs or cats or spay or neuter dogs or cats owned by low income county residents who are eligible for the food stamp program.
(C) The funds may be distributed to the county humane organizations that do pet adoptions.
(1) To qualify to receive these funds, each humane organization shall submit an application applying for the use of the funds. An application must be approved by the Public Safety Committee of the County Board.
(2) Provide a semi-annual report of how the money received is spent and verifying the funds are used in accordance with this resolution.
