§ 36.13 PURCHASES AND EXPENDITURES.
   (A)   The County Board may authorize any purchase or contracts necessary to place the county in a position to combat effectively any disaster and to protect the public health and safety, protect property and provide emergency assistance to victims in the case of such disaster.
   (B)   In the event of terrorist attack or any other human-made or natural disaster, the County Director of EMA is authorized, on behalf of the county, to procure such services, supplies, equipment or material as may be necessary for such purposes, in view of the exigency without regard to the statutory procedures or formalities normally prescribed by law pertaining to county contracts or obligations, as authorized by state law, provided, if feasible, that the Chairperson of the Board or his or her designated representative be informed within 24 hours, or sooner, of actions taken or proposed, and follow any directions, guidelines or restrictions offered.
