§ 36.02 ESTABLISHMENT.
   (A)   There is hereby created an Office of Emergency Management Agency to develop, plan, analyze, conduct provide, implement and maintain programs for disaster mitigation, preparedness, response and recovery in accordance with the State Emergency Management Agency Act, being 20 ILCS 3305/1 et seq., and the National Incident Management System (NIMS).
   (B)   This agency will supersede the Civil Defense Agency and Emergency Services and Disaster Agency heretofore authorized, and shall be known as the Madison County Emergency Management Agency (thereinafter EMA).
   (C)   The County EMA shall consist of a Director and other administrative personnel as may be selected by the Director with the approval of the County Board, and may make such expenditures within the, appropriation therefor as may be necessary to carry out the purpose of this chapter.
   (D)   The County EMA shall have jurisdiction over and serve the entire county. However, it shall not have jurisdiction within a municipality having its own emergency services and disaster agency organization: provided that such organization is duly accredited by the County EMA in the manner provided by Illinois Administrative Code.
