§ 36.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COORDINATOR. The staff assistant to the head of a local government subdivision with the duty of carrying out the requirements of this chapter.
   DISASTER. An occurrence or threat of widespread or severe damage, injury or loss of life or property resulting from any natural or technological cause, including, but not limited to, fire, flood, earthquake, wind, storm, hazardous materials spill or other water contamination requiring emergency action to avert danger or damage, epidemic, air contamination, blight, extended periods of severe and inclement weather, drought infestation, critical shortages of essential fuels and energy, explosion, riot hostile military or paramilitary actions, or acts of domestic terrorism.
   DISASTER OPERATIONS. The functions created in accordance with the provisions of this chapter to be performed by state or local political subdivisions to alleviate the effects of disaster.
   EMERGENCY MANAGEMENT. The efforts of the state and political subdivisions to develop, plan, analyze, conduct provide, implement and maintain programs for disaster mitigation, preparedness, response and recovery.
   NATIONAL INCIDENT MANAGEMENT SYSTEM. The consistent nationwide approach developed and administered in accordance with Homeland Security Presidential Directive-5 for federal, state, local and tribal governments and private-sector and non-governmental organizations to work together effectively and efficiently, to prepare for, prevent, respond to and recover from domestic incidents, regardless of cause, size or complexity.
   POLITICAL SUBDIVISION. Any county, city, village or unincorporated town.
   UNITED STATES. The several states, the District of Columbia and the Panama Canal Zone.
