§ 93.002 INTENT AND PURPOSE.
   (A)   It is the intent and purpose of the zoning code to assist in the achievement of fair and balanced development, while considering the impact it has on neighboring property within the county. The county requires an approach to the use, administration and enforcement of development regulations that protects existing property owners appropriately; that recognizes developer's problems yet maintain high development standards; and that produces development resulting in balanced growth and good, neighborly interaction while also understanding that every property has its own, unique, situations. Property uses existing before any differing proposed zoning, special use or variance consideration will be given due and reasonable deference.
   (B)   This zoning code is not intended to unnecessarily or unreasonably restrict a property owner's use of its land. The Building and Zoning Committee and Madison County apply this code by taking into consideration the interests, expectations, and values of those property owners interested in the development and use of land, and it maintains balanced flexibility by using reasonable discretion and judgment to resolve and determine questions and applications arising under this code. Flexible procedures and the application of them as set forth in this code is paramount in order to maintain, preserve, and enhance constitutionally founded interests of property owners.
