All streets and alleys shall be improved in accordance with the standards of the Illinois Department of Transportation and the requirements of this section. (See Figure 4.)
(A) Pavement.
(1) All streets and alleys shall be paved across the entire width stated in § 92.023(A) (as measured from back-to-back or curbs). Streets shall be designed in accordance with IDOT pavement design standards with a minimum:
(a) Lime or fly ash modification of soils to a depth of 12 inches. Lime or fly ash modification shall extend beyond 12 inches of the curb and gutter. Lime or fly ash modification shall be done in accordance with IDOT standards;
(b) Eight inches of unreinforced class “SI” concrete on a compacted sub-base with unreinforced contraction joints on 15-foot centers;
(c) Nine inches of IDOT approved hot mix asphalt at the following depths: one and one-half inch of surface and one and one-half inch binder and six inches of bituminous aggregate mixture (BAM);
(d) Equivalents to the above as determined by the County Engineer;
(e) Roadways shall have a well-compacted sub-base, achieved by rolling with a minimum six-ton roller to the approval of the County Engineer; compaction tests shall be provided certifying the adequacy of the subgrade. The compaction test must be performed by a geotechnical professional and approved by the County Engineer prior to placing any paving material;
(f) For rigid pavements, concrete strength tests shall be performed and certified by an engineer that the pavement meets IDOT standards;
(g) For flexible pavements, compaction tests shall be performed and certified by an engineer that the pavement meets IDOT standards; or
(h) For rigid pavement, a minimum of 15 feet transverse joints without dowel basket assemblies are required for expansion.
(2) “Oil and chip” surfacing is not acceptable, except as provided in § 92.008.
(B) Curb and gutter. All streets shall be bounded by integral concrete curb and gutters in conformity with the specifications illustrated in Figure 5; provided that the Building and Zoning Committee or the County Board may vary this requirement in accordance with § 92.077 if the subdivider proposes a design that is deemed adequate by the County Engineer. All drainage structures shall be designed in accordance with IDOT standards. The Engineer shall certify the structures are adequate to handle stormwater drainage in accordance with the standards.
(C) Responsibility for maintenance. The subdivider shall assume responsibilities for maintaining all streets, including seeding; removal of earth, crushed stone or other debris from the pavement, curb and gutter and other drainage facilities, for the time periods indicated in § 92.062, that is, for two years after dedication of the street.
