§ 92.003 INTERPRETATION.
   (A)   Considered minimal. These regulations shall be construed liberally in favor of the county, and the requirements hereof shall be deemed minimal.
   (B)   Incorporate state law.
      (1)   These regulations incorporate all current provisions of and future amendments to:
         (a)   765 ILCS 205/1 et seq.;
         (b)   55 ILCS 5/5-1041; and
         (c)   55 ILCS 5/3-5029.
      (2)   These regulations and statutes shall be construed together in such manner as to give full effect to both the regulations and statutes, except in a case of irreconcilable conflict. In case of irreconcilable conflict, the statutes passed by the Illinois General Assembly are controlling to the extent of the conflict.
