The Commission shall adopt and promulgate appropriate rules, regulations and procedures necessary for the discharge of its duties, after consideration and a meeting of the full Commission, Thereafter, changes in the rules, regulations and procedures may be made by the Commission after the Sheriff and County Board has been afforded the opportunity of reviewing proposed changes and comments formally thereon.
