At meetings, two members of the Commission shall normally constitute a quorum and shall conduct the business of the Commission; however, disciplinary actions by the Merit Commission and hearings pursuant to Merit Commission procedures, will require that all three Commissioners must be notified and in attendance or have an opportunity to participate.
