This subchapter is intended to be solely used for the suppression of the commercial traffic in items which, within the context of the sale, are clearly and beyond a reasonable doubt marketed for the illegal and unlawful use of cannabis or a controlled substance. To this end all reasonable and common-sense references shall be drawn in favor of the legitimacy of any transaction of item.
