In addition to the duties otherwise set out herein, the Mental Health Board shall be held responsible to control any agencies being subsidized or receiving any funds of the county for any purpose covered by this act in the following respects:
(A) By annually reviewing and either approving or disapproving budget of proposed programs of subsidized agencies;
(B) By periodically reviewing the budget and activities of all agencies within the county using county funds for these purposes and the agencies shall be charged with the responsibility of mailing to each member of the Board an annual report and budget which shall be submitted before the September meeting of the Board from year to year. A majority vote of the members of the Board shall be required for approval of any budget submitted by any agency;
(C) By maintaining complete control over the entire operation of any organization or activity which is funded entirely by the county; and
(D) By withholding funds of the county from any agency which is not operating according to the scope of the annual approved budget and not having received permission of this Board to change the program.
(E) Review and evaluate community mental health services and facilities, including services and facilities for the treatment of alcoholism, drug addition, developmental disabilities, and intellectual disabilities;
(F) Submit to the appointing officer and the members of the governing body a written plan for a program of community mental health services and facilities for persons with mental illness, a developmental disability, or a substance abuse disorder. Such plan shall be for the ensuing 12-month period. In addition, a plan shall be developed for the ensuing three-year period and such plan shall be reviewed at the end of every 12-month period and shall be modified as deemed advisable.
