The County Clerk is authorized and empowered to issue the annual licenses provided for herein, under his or her signature and seal, to eligible applicants as determined by the Investigation and License Committee. The issuance of the licenses by the Clerk shall be under the direction of the Committee. No license issued by the Clerk shall be transferable.
