(A) The Madison County Animal Care and Control Department shall release any dog or cat when not redeemed by the owner unless the animal has been rendered incapable of reproduction and microchipped.
(B) No animal shelter shall release dogs or cats to an individual representing a rescue group unless the group has been licensed by the State Department of Agriculture or is a representative of a not-for-profit out-of-state organization. Any rescue group receiving animals can transfer those animals to another licensed rescue group or animal shelter. The Administrator will report any animal shelters violating this section to the State Department of Agriculture for investigation.
