(A) Persons or business entities licensed or permitted by any agency in Madison County Government (or its branches) who are more than 60 days behind in billing or owe licensing fees to any other Madison County entity will be denied licensure, licensure extension, renewal or permitting applications on the basis of that debt. Once paid in full or a suitable payment plan is approved by Madison County, such license or permit application will be accepted and face the approval process just as if the debt had never been part of the record.
(B) An appeal of such administrative action will be to the appropriate Madison County Board committee wherein that license would ordinarily be approved. In an emergency, a temporary appeal can be made to the Chairman of the Madison County Board until the next regular meeting of the appropriate Madison County Board committee.
