(A) The time limits for parking imposed by §§ 11, 11.1, 11.2, and 11.3 of the Uniform Traffic Ordinance shall not apply to those persons listed in paragraph (B) hereof, where the vehicle parked displays a special license plate issued by the Department of Motor Vehicles authorized by §§ 5101.3 through 5101.7 of the California Vehicle Code, and where the person to whom such license plates were issued is either operating, or is a passenger, in the vehicle.
(B) The following persons are exempt as noted in paragraph (A):
(1) Honorably discharged veterans of the Armed Forces of the United States who are survivors of Pearl Harbor;
(2) Active or honorably discharged members of the Armed Forces of the United States who are recipients of the Army Medal of Honor, Navy Medal of Honor, Air Force Medal of Honor, Army Distinguished Service Cross, Navy Cross, or the Air Force Cross;
(3) Veterans of the Armed Services of the United States who are former prisoners of war;
(4) Active or honorably discharged members of the Armed Forces of the United States who are recipients of the Congressional Medal of Honor, or Medal of Honor;
(5) Active or honorably discharged members of the Armed Forces of the United States who are recipients of the Purple Heart.
(C) Any peace officer or parking control officer employed by the city is encouraged to exercise discretion in enforcing the Uniform Traffic Ordinance sections noted in paragraph (A) with respect to any vehicle displaying a similar special license plate from any other state.
