All owners or persons in charge of buildings shall cause the proper numbers to be placed upon such buildings in the front thereof or on some conspicuous place visible from the street in figures large enough to be read from the street and not less than 2½ inches in length in conformity to the numbers required by this chapter. The Superintendent of Streets shall notify such person of the proper number, when requested, and, upon failure to so number a building when required by the Superintendent of Streets to do so, such person shall be guilty of a misdemeanor.
