The City Manager shall annually request other governmental and educational agencies having facilities within the city to establish local operating procedures in cooperation and compliance with this chapter. The City Manager shall urge federal, state, city, and special school district agencies to enforce their existing smoking control regulations and to comply voluntarily with this chapter.
