(A) Every producer of garbage, rubbish, and recyclable materials may segregate the same into garbage and rubbish and recyclable materials. When recyclable materials are so segregated, they may be given or sold to a collector of recyclable materials.
(B) For the purposes of this section,
RECYCLABLE MATERIALS means those materials that may be economically collected, sorted, cleaned, treated, reconstituted, and returned to the economic mainstream in the form of raw material for new, reused, or reconstituted products which meet the quality standards necessary to be used in the marketplace that would otherwise become solid waste.
