The Clerk of the Circuit Court of the county is hereby directed to collect a $6 fee in each eligible matter of a civil nature in the General and Probate Divisions of the Court, said fee to be collected at the time suit is filed or the party’s appearance is entered, in the same manner as suit fees and appearance fees have heretofore been collected.
