No subdivision plat shall be filed for record or recorded in the Office of the Recorder of Deeds, unless and until the approval of the County Board or appropriate corporate official of a municipality with jurisdiction is endorsed thereon and is accompanied with a letter from the Plat Officer stating that he or she has reviewed the plat and that the plat has been duly approved and meets the requirements of this chapter. No lot shall be sold from such subdivision plat until it has been approved and recorded in the Office of the Recorder of Deeds, as herein provided.
