(A) The County Board may require compliance with the Plat Act when substantial development affecting the general health, welfare and well-being warrants such compliance. Reference is hereby made to § 152.004.
(B) Whenever the owner of land subdivides it into two or more parts, any of which is less than five acres, he or she must have it surveyed and a plat thereof made by a professional land surveyor. The plat must describe and set forth all public access ways including, roads, streets and alleys, and also show public facilities and grounds.
