Plan reviews and pre-operational inspections shall be conducted as appropriate when a new food establishment is hereafter constructed or a facility is extensively remodeled, or when an existing structure is converted for use as a food establishment. Properly prepared plans shall be submitted to the Health Department for approval before such work is begun.
