The MCETSB shall annually prepare and submit to the County Board:
(A) An annual budget showing the estimated receipts and intended disbursements pursuant to this subchapter, for the fiscal year immediately following the date the budget is submitted, which date must be at least 90 days prior to the fiscal year; and
(B) An annual report showing the income and disbursements made pursuant to this subchapter during the fiscal year preceding the date the annual report is submitted, which date must be within 60 days of the close of the fiscal year.
