(A) No sanitary landfill or industrial waste or any other dumping area for the dumping of garbage waste materials or other noxious matters shall be commenced in the county from and after the date of this section without and the prior written approval of the County Board, by a resolution passed by the County Board and signed by the Chairman of the Board and attested by the County Clerk.
(B) It is the intent of the County Board by this section to prevent the creation of any further sanitary landfills or dumping areas in the county of any kind, nature or description whatsoever, without the prior written approval of the County Board as referenced in a resolution duly passed by the County Board authorizing the sanitary landfill industrial waste storage area or other dumping areas for the deposit of garbage of waste material or other toxic materials.
