§ 53.03 ACCESS TO PROPERTY.
   The Board of Health or authorized representative of the Board of Health shall have the authority to enter any property or building at any reasonable time to inspect for health and sanitation purposes, and make the necessary test including but not limited to, dye test on any private sewage disposal system to determine compliance with this subchapter.
