§ 53.01 DEFINITIONS.
   In addition to the definitions contained in the Illinois Department of Public Health’s Private Sewage Disposal Licensing Act and Code, for the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AUTHORIZED REPRESENTATIVE. The legally designated Administrator or the Acting Administrator of the Macon County Health Department, and shall include those persons designated by the Administrator or Acting Administrator to enforce the provisions of this subchapter.
   BEDROOM. Any room equipped with a closet that might be reasonably used as a sleeping room. A room that can be readily converted into a bedroom must be classified as a bedroom for the purposes of accurately sizing the private sewage disposal system. Rooms intended for use as kitchens, bathrooms, or laundry rooms, and rooms with large doorways or half walls, such as family rooms and living rooms, are excluded from the definition.
   BOARD OF HEALTH. The Macon County Board of Health or its authorized representative(s).
   DOMESTIC SEWAGE. Wastewater derived principally from dwellings, business or office building, institutions, food service establishments, and similar facilities.
   EFFLUENT. Liquid waste discharged from a private sewage disposal system or a component of a private sewage disposal system.
   GREY WATER. Wastewater such as a dishwasher, laundry waste, shower waste, and other wastewater not containing fecal matter.
   HEALTH AUTHORITY. The Macon County Board of Health or an authorized representative thereof.
   HEALTH DEPARTMENT. The Macon County Health Department, an agency of the Macon County Board of Health, acting through its administrator or the other authorized representative.
   HOME OWNER. A person who holds legal title to a residential structure which is to be used, or is used, for his or her personal, single-family residence.
   HOME OWNER INSTALLED SYSTEM. A private sewage disposal system installed by a home owner for his or her personal single family residence.
   HUMAN WASTES. Undigested food and by-products of metabolism which are passed out of the human body.
   INSTALL. The act of installation, as defined in this section.
   INSTALLATION. Construction, alteration, modification, repair, replacement, or extension.
   MODIFY. Any change in the design or components of a private sewage disposal system.
   PERMIT. A written permit issued by the Board of Health or its authorized representative permitting the construction of an individual sewage disposal system under this subchapter.
   PERSON. An individual, group of individuals, association, trust, partnership, corporation, person doing business under an assumed name, the State of Illinois or any Department thereof, or any other entity.
   POPULATION EQUIVALENT. An average waste loading, equivalent to that amount of waste produced by one person which is defined as 100 gallons per day or that amount of waste containing 0.17 pounds BOD5 (Biochemical Oxygen Demand 5-day test).
   PRIVATE SEWAGE DISPOSAL SYSTEM. Any sewage handling or treatment facility receiving domestic sewage from less than 15 people or population equivalent, and having a ground surface discharge, or any sewage handling or treatment facility receiving domestic sewage and having no ground surface discharge.
   PRIVATE SEWAGE DISPOSAL SYSTEM INSTALLATION CONTRACTOR. Any person constructing, installing, repairing, modifying, or maintaining private sewage disposal systems.
   PRIVATE SEWAGE DISPOSAL SYSTEM INSTALLATION CONTRACTORS AND PUMPERS REGISTRATION. An annual registration certificate issued by the Macon County Health Department to all private sewage disposal contractors and pumpers engaged in the installation and/or servicing of the private sewage disposal systems within the limits of Macon County.
   PRIVATE SEWAGE DISPOSAL SYSTEM PUMPING CONTRACTOR. Any person who cleans or pumps waste from a sewage disposal system, or hauls or disposes of waste therefrom.
   PROPERTY LINE. The geographic line of the parcel or lot upon which a dwelling exists or may be lawfully constructed; except that where any portion of the lot extends into the abutting street or alley, the lot line shall be deemed to be the abutting street or alley right-of-way line.
   PROPERTY OWNER. The person in whose name the legal title to the real estate is recorded.
   PUBLIC HEALTH HAZARD. A condition that is deemed dangerous or prejudicial to public health resulting from exposure to raw, untreated, or improperly treated wastewater or effluent.
   SANITARY SEWER. Any sewage handling or treatment facility operating and maintained under permit from the Illinois Environmental Protection Agency. May also be referred to as “Public Sewer System” and/or “Community Sewer Program.”
   SEPTAGE. The solid and liquid waste removed from a private sewage disposal system.
   SOIL CLASSIFIER. One of the following:
      (1)   A certified soil classifier of the Illinois Soil Classifiers Association (ISCA), or a certified soil classifier with the American Registry of Certified Professionals in Agronomy, Crops, and Soils (ARCPACS); or
      (2)   A person who is a full member or associate member of the Illinois Soil Classifiers Association (ISCA), provided that the direct supervision is provided to this person by an ISCA or ARCPACS certified soil classifier who accompanies the person on at least 25% of the soil investigations and reviews and signs all of that person’s soil investigation reports.
   WASTE. Either human waste or domestic sewage or both.
