No mobile food unit shall be constructed, remodeled, or converted except in accordance with plans and specifications approved by the Health Authority.
(A) Plan review. The Health Authority shall conduct a plan review whenever a food establishment:
(1) Is newly constructed or remodeled;
(2) Undergoes change of ownership.
(B) (1) The Health Authority shall advise the mobile food unit within 14 business days of the Health Authority's receipt of plans with specifications that they are approved or that specified revisions must be made.
(2) An opening inspection cannot be requested until final approval of construction has been given.
(3) The Health Authority, at its sole discretion, may waive a plan review based on the information provided in the application for a new permit.
