§ 50.23 REPORTS AND PAYMENTS.
   (A)   All owners or operators of solid waste disposal facilities shall make quarterly reports and payments, except those exempted in division (B) below. These shall be due on January 15, April 15, July 15, and October 15 of each year and shall cover the preceding three months.
   (B)   Owners or operators of solid waste disposal facilities which are permitted by the Agency to receive only demolition or construction debris or landscape waste are exempt from the reports and payments required by this section.
   (C)   The required quarterly report shall contain a summary of all wastes received at the site during the three-month period for which the report is submitted. This report shall specify the total amount of non-hazardous solid waste permanently disposed of at the site, the amount that is subject to the county’s surcharge, the amount that is exempt, and the basis for the exemption. The report shall also contain computations showing the total surcharge to be paid for the quarter.
   (D)   Computation of surcharge:
      (1)   As shown in § 50.21, this surcharge is based on categories which are determined by the total number of cubic yards of non-hazardous solid waste permanently disposed of at the site in a calendar year. If the amount of waste is measured using an Agency certified scale, then the weight of the waste must be multiplied by 3.3 cubic yards per ton in order to convert this to cubic yards. (This is the standard conversion rate used by the Agency. If the Agency has approved a different conversion rate for a disposal facility, this rate should be used and noted in the report.) In the following computations, use either the cubic yards, or the weight converted to cubic yards, whichever is appropriate, in determining which surcharge rate category is applicable.
      (2)   For payments made for the first three quarters of the calendar year (due April 15, July 15, and October 15):
         (a)   Multiply the total cubic yards of non-exempt solid waste for the quarter by four to estimate the user’s yearly cubic yards. Use this estimated yearly figure to find the user’s surcharge rate category in § 50.21;
         (b)   If the user falls into category “A”, then multiply the amount of non-exempt solid waste for the quarter, measured either in cubic yards or tons, by the appropriate rate to calculate the required payment for the quarter; and
         (c)   If the user falls into categories “B” through “E”, then simply divide the appropriate annual surcharge by four to calculate the required payment for the quarter.
   (E)   Payment of the surcharge shall be made on a quarterly basis in conjunction with the required report, as described above. The payment shall be in the form of a check or money order payable to the “Treasurer, County of Macon”.
   (F)   The required reports and payments shall be delivered to the office of the County Board Chairperson, at the following address: Room 506, Macon County Building, 253 E. Wood Street, Decatur, IL 62523.
