The following offenses shall be punishable by a fine, established from time to time by the County Board of Health, and shall apply to individuals who install or excavate geothermal systems in violation of any of the following requirements:
(A) Failure to register with the County Health Department;
(B) Failure to meet location requirements as required by § 920.50 of the IDPH Water Well Construction Code (variance not obtained);
(C) Failure to apply for inspection of the geothermal system;
(D) Failure to inform the County Health Department of the availability of a geothermal installation for inspection, with the result that the geothermal holes are covered without being inspected;
(E) Failure of the registered contractor, driller, and/or excavator to be on site during installation; or
(F) Failure to comply with any other requirement set forth by this chapter.
