The Committee shall fix a reasonable time, not to exceed 60 days from the filing of the notice of appeal, for the hearing of an appeal, and shall give notice of the time and place of the hearing at least 15 days prior thereto by mailing a copy of the notice to the party seeking the appeal and depositing a copy of the notice with the Administrative Officer.
