An appeal from any order, requirement, decision, or determination made by the Administrative Officer may be taken by any person aggrieved, or by any officer, department, board, or bureau of the county. The appeal shall be taken within a period not to exceed 30 days from the date of the issuance of the matter appealed from, as shall be prescribed by the Board by general rule, by filing with the Administrative Officer and with the Committee a notice of appeal, specifying the grounds thereof, the form of which notice shall be prescribed by the Board by general rule, and by paying to the County Treasurer a filing fee of $100 receipt for which shall be filed with the Committee along with the notice.
