Whenever the strict enforcement of these regulations would entail practical difficulties or unnecessary hardships, the Committee may vary or modify them in such a way that the subdivider is allowed to develop his or her property in a reasonable manner, while protecting the public welfare and interest of the county and preserving the general intent and spirit of the regulations.
