§ 154.126 COUNTY CERTIFICATE.
   The subdivider shall secure a certificate from the County Engineer, setting forth the type and cost of the roadway construction, sewers and culverts necessary to provide access to the proposed subdivision. The Planning and Zoning Department shall collect the estimated cost of this work when collecting the filing fees and deposit it with the County Treasurer in the County Highway Fund to be paid back on the estimates of the County Engineer, as the construction progresses. However, the owner may with the approval of the Committee furnish, in lieu of the cash deposit, a corporate surety bond in the amount of the estimated improvements or personal surety bond with three co-signers in double the amount of the estimated improvement, which personal surety bond shall show under oath the net worth of the principal and the three co-signers; the surety bond except as aforesaid covering double the cost of roadway construction as estimated by the County Engineer, including sewers and culverts, running in favor of the county, and specifying the time of completion by more than one year unless the subdivider receives permission by resolution of the County Board, upon recommendation of the Committee of the Board, for an extension of time, which extension shall be written into the bond given by the subdivider with the consent and approval by the County Board upon recommendation of the Committee of this Board and the County Engineer of this county and shall run in favor of this county.
