§ 154.100 BLOCKS.
   (A)   No block shall be longer than 1,000 feet between street lines. Blocks 750 feet or longer shall have a cross walk near the center of the block. The right-of-way for these walks shall not be less than ten feet in width.
   (B)   (1)   Where it is desirable to subdivide a parcel of land which because of its size or location, does not permit any allotment directly related to a normal street arrangement, there may be established a “place”.
      (2)   A PLACE may be in the form of a court, a non-connecting street or other arrangement; provided, however, that proper access shall be given to all lots from a dedicated place (street or court) and the minimum size of each allotment of this sort shall be permanently established so as to ensure a building arrangements commensurate with the foregoing requirements for the customary forms of subdivision of land. When a court is not used, provisions shall be made for utility vehicles, including snowplows, to turn around at the non-connecting end of the street. These provisions shall meet the approval of the County Engineer.
