It shall be a requirement of this subdivision review process that all reviewing agencies have 15 days in which to make comments concerning the preliminary plat, addressing them to the County Regional Planning Commission. However, if the tract lies within one and one-half miles of a municipality having subdivision review powers or a township having an established township planning board, the municipality or township planning board shall have 50 days in which to make written comments. Preliminary plan approval by the review agencies does not constitute an acceptance of the subdivision; its approval, however, does inform the subdivider that the review agencies do accept the general character and development details of the subdivision.
