The subdivider shall also prepare and submit one paper copy of the preliminary plat to each of the following entities for review:
(A) County Highway Department;
(B) County Soil and Water Conservation District;
(C) EEHW Committee of the County Board;
(D) Affected utilities companies;
(E) Municipality having subdivision review powers; and
(F) Any other agency that merits the opportunity to review and comment on the plan.
