§ 150.14 WITHHOLDING OF PERMITS.
   (A)   Electrical permits may be withheld from permit applicants in the following manner:
      (1)   Permit applicants from which permits are to be withheld must be notified by mailing notice of same to the permit applicant by certified mail, return receipt requested. The notice shall inform the permit applicant or licensed subcontractor of the violations which, if corrected, will allow the county to issue to the permit applicant additional permits. Corrections shall be made within 14 days after mailing of the notice, which notice must contain a statement of the right of the permit applicant to appeal the same to the County Board and the time limitation thereon.
      (2)   Permits withheld as herein provided may be appealed by filing a notice of the appeal with the Control Authority within 14 days of the mailing of notice of the withholding. An appeal shall stay the due date for corrections required until the date of the final order of the Board.
      (3)   Any action to withhold permits as herein provided and/or any judgment entered for same, shall be in addition to any fine imposed by the Circuit Court under this chapter.
   (B)   Electrical permits may be withheld from permit applicants for the following violations:
      (1)   Failure to arrange for inspections required by the county electrical ordinance;
      (2)   Failure to take reasonable requested action to uncover work which requires inspection but has been hidden from view of the Inspector;
      (3)   Failure to pay required permit or reinspection fees;
      (4)   Failure to obtain an electrical permit where required prior to start of work;
      (5)   Failure to take reasonable action to notify and obtain approval from Control Authority of changes made to original electrical permits;
      (6)   Falsifying information on electrical permit applications;
      (7)   Work performed under an invalid or voided permit; and
      (8)   Failure to obtain a required certificate of occupancy before occupying or allowing occupancy of new construction or change in use.
