No person under the age of 21 years shall tend bar or tend a package counter or window, or sell, draw, pour, mix, or serve alcoholic liquor, and no licensee or any officer, associate, member, representative, agent, or employee of a licensee shall engage, employ, or permit any person under the age of 21 years to do so.
