The number of licenses of all classifications issued and in full force and effect at any time from and after the effective date of this Act shall not exceed 25 in number, and it is hereby specifically provided that no application shall be permitted to be placed on file during such time as the number of regular retailer’s licenses in full force and effect equals the limitation of 25 fixed in this section.
