(A) The owner(s) of the real property on which an antenna facility is placed shall be ultimately responsible for all costs of dismantling or removal of the antenna facility. Unused antenna facilities or portions of antenna facilities, such as a section of a tower above a manufactured connection, shall be removed by the owner or operator within one year of the cessation of use or operation.
(B) Antenna facilities or portions of antenna facilities that remain unused for more than one year shall be deemed to have been abandoned. In the event that an antenna facility or portion of an antenna facility is deemed to have been abandoned, then it may be dismantled and removed by the county and the costs of the action assessed against the real property.
