(A) Upon receipt of an application, the Chairperson of the County Board shall direct the Environment, Education, Health, and Welfare Committee of the County Board to review the application and to make a recommendation. The Committee shall have the authority to waive the license or filing fee on a case-by-case basis.
(B) The Committee will review the application in an open, public meeting at which all interested parties will be permitted to make statements for or against the proposed event.
(C) (1) The Committee may require, where appropriate, that the application be reviewed by other agencies, such as County Health Department, County Highway Department, County Sheriff’s Office, County Planning and Zoning Department, and any adjacent municipality or governmental district.
(2) The opinions and recommendations of any outside agency will be used by the Committee in making its findings and recommendations to the Chairperson of the County Board, but shall not be considered to permit or to veto any proposed temporary event.
