The purpose of this subchapter is to promote and protect the public health, safety, and welfare of the patrons of the entertainment or recreational event, of the residents in the surrounding vicinity, and of persons traveling in the vicinity. To promote this purpose, this subchapter shall provide reasonable rules governing the location, establishment, construction, and operation of temporary entertainment or recreational events.
