161.17 NONDISCRIMINATION.
   Each official or employee of the City responsible directly or indirectly for the selection or hiring of employees of the City shall be guided in each and every instance by the following:
   (a)   Prospective employees of the City shall be judged, selected and hired solely on the basis of ability, fitness and merit without regard to race, religion, sex, creed, handicap, national origin or age.
   (b)   All officials of the City responsible directly or indirectly for the hiring of City employees shall implement this policy as established by this section.
