161.04 HOURS OF OPERATION.
   All departments shall observe and keep office and working hours necessary for the efficient transaction of business and performance of services as determined by the department head and the Mayor. The varied nature of the services performed by the City makes it impossible for all departments to operate on the same schedule of working hours.
   (a)   Offices in the City Hall shall be open to the public for the transaction of Municipal business from 8:00 a.m. to 5:00 p.m. Monday through Friday. Lunch periods will be arranged so that business can be transacted at all times during the day.
   (b)   The Police Department shall operate on a twenty-four hour schedule of two shifts of twelve hours each. All hours in excess of eighty hours per two weeks will be paid at one and one-half times the regular hourly wage. Full-time members of the Police Department shall be subject to the terms and conditions of their collective bargaining agreement. The Chief of Police shall not be paid for hours in excess of forty hours per week.
   (c)   The Fire Department shall operate on a twenty-four hour a day seven day per week schedule. Full-time members of the Fire Department shall be subject to the terms and conditions of their collective bargaining agreement. Part-time members of the department shall operate on a twenty-four hour alert basis. Members of the department shall report for duty promptly upon hearing the siren or by other means of notification and shall remain on duty until officially released by the Officer in charge. The Fire Chief shall not be paid for hours worked in excess of forty hours per week, even though he may be a full-time fireman as well.
   (d)   The standard work week for all full-time personnel of the Service Department shall be forty hours per week. Employees in this department will be subject to recall to perform emergency work outside their normal hours. Full-time members of the Service Department shall be subject to the terms and conditions of their collective bargaining agreement.
   (e)   An employee not reporting for work for reasons other than stated in this chapter shall notify his supervisor prior to the time the work period begins. Unexcused absence may be sufficient cause for suspension or discharge, or the employee may be considered to have resigned.
