151.01 COMPOSITION.
   (a)    The Police Department shall consist of the Chief of Police and such officers and employees as may be provided for by Council. The Chief of the Police Department shall be in immediate charge of the Department, and shall have control over the stationing and transfer of all police officers and other employees constituting the Police Department along with all other powers prescribed by law.
   (b)    In addition to the Chief of Police, the members of the regular Police Department shall consist of the following:
      (1)    Any number of up to three Lieutenants, including: an Executive Lieutenant who shall serve as the Executive Assistant to the Chief of Police and, in the absence of the Chief, exercise the authority and perform the duties of the Chief; and Operations Lieutenant; and a Support Services Lieutenant.
      (2)    Any number up to four Sergeants.
      (3)    Such number of regular, full-time police officers as may be provided for by Council.
      (4)    Secretary to the Police Chief, who shall be full-time and nonclassified, and who shall serve as a confidential employee and assigned duties and responsibilities by the Chief of Police.
   (c)    The part-time members of the Police Department may consist of fifteen (15) part-time police officers.
