147.05 EXPENSES.

   All expenses incurred in the operation of the parks and recreational facilities shall be charged to the various line items of the approved budget by approval of the Parks and Recreation Commission. Any expenditures not in the approved line item budget must have approval (so funds can be obtained) of Council prior to any commitments for such expenditures.
