147.03 POWERS AND DUTIES.

The Parks and Recreation Commission shall serve in an advisory capacity to develop plans to equip and operate playgrounds, gymnasiums, swimming pools, recreation centers and parks and conservation land. The Commission shall assist the Director in the operation of the Parks and Recreation Department. The Commission, with the aid of the Director, shall draft and approve a line item budget which shall be presented to Council in a meeting at an appointed date.
