145.07 REMOVAL.
   The Mayor may at any time suspend any Civil Service Commissioners for inefficiency, neglect of duty, misfeasance, nonfeasance or malfeasance in office, incapacity or incompetency, having first given to such Commissioner a copy of the charges setting forth the specific charges against him. An opportunity shall be given such Commissioner to be publicly heard before Council, in person or by counsel in his defense, present evidence, or examine any witness appearing in support of such charge. Only upon the affirmative vote of the majority of the members elected to Council hearing such charges shall such Commissioner be removed from office, but in no event shall Council hear such charges unless there be a quorum present.
