145.04 CLASSIFICATION OF SERVICE.

   The Civil Service of the Municipality is hereby divided into the unclassified and the classified service.

   (a)    The unclassified service shall include:

      (1)    All officers elected by the people;

      (2)    All directors of departments excluding the Chief of Police and Fire Chief.

      (3)    The members of all boards or commissions appointed by the Mayor;

      (4)    All officers and employees appointed by Council;

      (5)    Unskilled labor;

      (6)    All part-time employees;

      (7)    All secretarial and clerical help; and

      (8)    All maintenance department employees.

   (b)    The classified service shall include all full-time police officers and all full-time firemen including the Chief of Police and the Fire Chief, when employed full- time.
